04 · Who We Are
HCCI's forensic team brings together contractors, engineers, and project managers whose combined experience defines the depth of every analysis we deliver.
Founder · President
West founded Harrington Construction in 1986 after starting his construction career in 1976 as an apprentice through the United Brotherhood of Carpenters and Joiners, becoming a journeyman carpenter in 1980. With nearly five decades in the trade, he leads HCCI's forensic consulting practice and serves as principal expert witness on the firm's most complex construction defect, cost claim, and personal injury matters.
The Team
Project Manager
Rachel joined HCCI in 2003 as a project manager. Her work spans the analysis of case documents: defect allegations, cost-to-repair estimates, client files, depositions, and industry standards.
Consultant
Jim joined HCCI in 1988 after starting his construction career in 1974. A licensed California general contractor since 1982, he brings extensive field experience as a project superintendent and project manager to his forensic work.
Vice President
Luc joined HCCI in 1997 and has been a licensed California general contractor since 2010. His work spans the full case lifecycle, from cost estimates and allocations to deposition summaries and expert reports.
Project Coordinator
Paula joined HCCI in 2002 as Project Coordinator. Her work touches every phase of a case, from client intake and outreach to inspection logistics, expert calendaring, and the cross-team coordination that keeps each engagement on track.
Project Engineer
Jeff joined HCCI in 2013 as Engineering Manager, supporting the forensic experts through visual inspections, expert meetings, and the drafting of elevations, floor plans, and structural and architectural details.
